Transport Canada Issues Its First PVD Acceptance Letters: What Enterprise Drone Buyers Should—and Shouldn’t—Assume

Transport Canada says it had issued the first three Pre-Validated Declaration acceptance letters as of August 13, 2026. A letter accepts an applicant's proposed compliance approach and lets verification continue. It does not mean Transport Canada has determined that the product meets Standard 922, and it does not authorize a buyer's mission.

What happened

Canada's new PVD process has reached its first acceptance stage

Transport Canada's Drone Zone Issue 10 confirms the first three letters. The same update explains the boundary buyers need to remember: the letter accepts the applicant's proposed approach for showing compliance and allows the application to move into verification activities before a Safety Assurance Declaration is submitted.

The update does not name all three recipients. It also does not say that three products have completed the declaration process. Those are different claims, and neither should be inferred from the letter count.

PVDs sit within Canada's RPAS safety assurance framework for selected higher-risk Advanced and Level 1 Complex operations. They focus on the applicant's proposed means of compliance, organizational capacity, procedures and evidence path. The declarant still carries responsibility for showing that the exact RPAS meets the applicable requirements.

Where PVD applies

Not every Advanced or Level 1 Complex operation uses the PVD route

Transport Canada currently requires an acceptance letter for the operation classes below. Other Advanced and Level 1 Complex operations can use different declaration requirements, so buyers should start with the mission rather than asking for a generic PVD label.

Where the acceptance letter sits in the safety assurance path

The path below is simplified for buyers. It shows why the letter matters, but also why it cannot carry the meaning of a completed declaration or an approved operation.

Define the RPAS and intended operation

The applicant identifies the concept of operations, exact system and applicable Standard 922 requirements. The RPAS can include the aircraft, control station, command-and-control links and other configurable elements needed for safe operation.

Propose the compliance approach

The applicant submits the documentation, standards, methods and processes it plans to use to demonstrate compliance.

Receive a PVD Acceptance Letter

Transport Canada accepts the proposed approach and allows the application to proceed to verification activities. Transport Canada explicitly says this is not a determination that the product meets Standard 922.

Complete verification and retain evidence

The manufacturer or declarant performs the required tests, evaluations and assessments, documents the results and resolves the configuration and operating limitations.

Submit the Safety Assurance Declaration

Transport Canada says the declaration for an operation requiring pre-validation must be made within two years of receiving the letter. The declarant takes responsibility for the declared system and capabilities.

Buyer verifies the live model-specific record

The purchasing team checks the current Transport Canada list, exact make and model, declared Standard 922 sections, required configurable elements, operating instructions and limitations. Mission authority remains a separate check.

What a PVD Acceptance Letter means, and what it does not mean

It means

  • Transport Canada accepted the applicant's proposed approach for demonstrating compliance.
  • The application can proceed to Transport Canada verification activities.
  • The applicant has reached an intermediate stage in a process used for selected higher-risk declarations.
  • The letter can support a later Safety Assurance Declaration for the defined RPAS and operation after verification is completed.

It does not mean

  • Transport Canada has determined that the product meets Standard 922.
  • The exact model and configuration already have the required Safety Assurance Declaration.
  • Every controller, firmware version, service or modification is covered.
  • A pilot, RPOC holder or customer has permission to conduct BVLOS or another specific operation.
  • Airspace access, an SFOC-RPAS or a site-specific mission has been approved.
  • A similar product in the same family inherits the letter or declaration.
Exact system

A declaration covers more than the aircraft family name

Standard 922 treats safety-critical parts of the complete RPAS as a system. A product-family name on a quote cannot tell a buyer whether the proposed controller, C2 service, firmware, payload, parachute, DAA service or operating limitations match the declared configuration.

That is why the live Transport Canada record and manufacturer documentation matter more than a sales claim that a drone is "PVD ready."

Before the purchase order

What should a Canadian enterprise buyer actually verify?

Ask for current model-specific evidence. A letter, press release or sales page can be useful context, but none replaces the live declaration record and operating documents for the proposed system.

Match the invoice and quote to the Transport Canada record. Do not rely on a series name.

Current declaration status

Search Transport Canada's live list on the review date. Save the link and date with the procurement file.

Declared Standard 922 sections

Confirm which operating capability is declared. A declaration for one environment does not establish every other capability.

Aircraft weight and operation class

Check the actual configured weight, VLOS or BVLOS path, people separation, airspace and population context.

Required configurable elements

Identify the controller, C2 link, DAA, parachute, service, software and hardware needed to form the declared RPAS.

Read the manufacturer instructions, demonstrated environment, maintenance conditions and supported configuration.

Use Transport Canada's current list of drones eligible for Advanced and Level 1 Complex operations. The list can change, so an old screenshot is not enough.

Procurement language

Ask for evidence without demanding an impossible guarantee

Supplier must identify the exact RPAS make, model and configurable elements covered by the applicable current Safety Assurance Declaration; provide the Transport Canada listing and manufacturer operating limitations; and notify the buyer before acceptance if the supported configuration or declaration status changes.

Volatus publicly announced a letter for the Canary RPAS

On July 8, 2026, Volatus Aerospace said it was among the first Canadian companies to receive a Transport Canada Letter of Acceptance under the PVD process for its Canary RPAS. The company's own release describes the letter as a prerequisite to completing verification activities and submitting a formal Safety Assurance Declaration.

This is a useful named example of the new process. It is not a substitute for checking the current Transport Canada listing, exact configuration, declared operational capability and manufacturer instructions before a purchase or mission.

Claim boundary: Transport Canada's general statement still applies. A Letter of Acceptance is not a Transport Canada determination that the product meets Standard 922.

Is a PVD Acceptance Letter the same as Transport Canada approving a drone?

No. Transport Canada says the letter accepts the applicant's proposed approach for demonstrating compliance. It does not mean Transport Canada has determined that the product meets Standard 922.

Does a PVD Acceptance Letter make an aircraft legal for BVLOS?

No. A letter is one stage in the safety assurance process for certain operations. The exact RPAS still needs the applicable declaration, and the organization, pilot, airspace and mission must satisfy the separate operating requirements.

Is a PVD Acceptance Letter the same as a Safety Assurance Declaration?

No. The acceptance letter comes before the formal Safety Assurance Declaration. It allows verification to proceed using the accepted approach. The declarant submits the declaration after completing the required work.

Which drone operations currently require the PVD route?

Transport Canada identifies certain medium-RPAS VLOS operations near people and certain small-RPAS BVLOS operations in uncontrolled airspace as requiring an acceptance letter. The exact distances, population context and Standard 922 sections must be checked in the current rules.
