The two SpeedyDrone package pages answer the power question differently. Neither page, by itself, defines your payload, battery rotation, software, site power or operating approval.
Quick answer
Combo needs power hardware. Full Package adds power hardware, but still needs a mission design.
The live Matrice 400 SP Plus Combo listing explicitly says that TB100 batteries and the BS100 Charging Station are not included. The live Full Package listing explicitly names one Matrice 400, one DJI RC Plus 2 Enterprise Enhanced, DJI Care Enterprise Plus, one BS100 battery station and one TB100 battery.
That makes the Full Package the more complete starting point, but not a universal field-ready system. Its written package list does not name a camera or LiDAR payload, additional batteries, mission software, a computer and storage workflow, RTK equipment, communications, cases or site integration. Confirm each required line item in writing before purchase.
Procurement rule: if a component is essential and is not clearly named on the current listing or quote, treat it as not included until SpeedyDrone confirms otherwise.

BS100 performance depends on the electrical service you actually have.
DJI lists the BS100 input at 100-240 V AC. Under DJI's stated 25 C test condition, a TB100 charge from 0% to 100% is listed at 70 minutes in Fast Charging Mode on 110 V and 45 minutes on 220 V. Silent Mode is listed at 110 minutes for both. These are controlled test figures, not a promise for every Canadian site.
Do not build the battery count from an advertised charge time alone. Measure a realistic flight, landing, cooling, swap and charging cycle with the selected payload, weather buffer and reserve policy.

Payload compatibility statement
Confirm the exact payload, supported connector and firmware combination. Do not use a general payload-capacity number as a compatibility guarantee.
Power and rotation plan
Document available site voltage, charging location, battery count, turnaround target, cold-weather procedure and transport plan.
Acceptance test and owner
Name who will commission the system, prove the required output, train operators, control firmware and close defects before operational use.

Can Matrice 400 carry any payload up to 6 kg?
No. DJI's 6 kg maximum is a conditional platform limit measured at the third connector at sea level. The exact payload still needs supported mounting, power, balance, software and compatibility confirmation.
