Major 2026 policy change

Health Canada expanded legal RPAS pesticide use on June 30, 2026

The old rule generally required “RPAS” or “drone” on the label. Health Canada’s new SPN2026-02 policy allows RPAS application of products already registered for conventional aerial application, subject to strict conditions.

Do not reduce spray volume, alter application rate, ignore droplet requirements or replace aerial buffer zones with assumptions about low-altitude drone precision.

Province-page caution: some provincial webpages may still reflect the pre-June-30 rule requiring RPAS wording on the label. Use Health Canada’s current policy for federal product eligibility and confirm the province’s current implementation before applying.

Health Canada states that visual observers used in pesticide RPAS operations must hold at least a Basic pilot certificate.

Check controlled airspace, aerodromes, nearby homes, roads, workers, livestock, obstacles, power lines and emergency landing areas before each operation.

T100 warning: a 100L tank does not make T100 “just a bigger T50.” Its published maximum takeoff weight is above 150kg, so Canadian operation requires the large-RPAS special-operations pathway.

Water-only demonstration: use clean water, clearly identify the activity as equipment training, keep it separate from pesticide handling and comply with aviation, landowner, environmental and public-safety requirements. A water demo does not authorize chemical application.

Manitoba

Aerial category, exams and insurance

Commercial applicators need licensing. Manitoba lists at least $250,000 general liability plus $25,000 chemical-misuse and spray-drift coverage.

Alberta

Service registration and certified applicator

Businesses advertising or providing pesticide services require pesticide-service registration and an appropriately certified applicator. Alberta provides an aerial/RPAS service application path.

British Columbia

Aerial applicator certificate and authorization

Pilots applying pesticides by aircraft to agricultural land need an aerial applicator certificate. The business may also require a licence, permit or other authorization.

Before quoting across a border: confirm whether the operator’s training is recognized, whether a new business/service licence is required, what insurance wording is mandatory, how records must be kept and whether aerial permits or sensitive-area restrictions apply.

Can drones spray pesticides legally in Canada in 2026?

Yes. Health Canada’s June 30, 2026 policy allows RPAS application of currently registered products whose labels permit conventional aerial application, provided all aerial label directions are followed and the label does not prohibit RPAS.

Does the pesticide label need to say RPAS or drone?

Not necessarily under the June 30, 2026 policy. A product that permits conventional aerial application may generally be applied by RPAS unless its label prohibits RPAS or another restriction applies.

Can a drone use a lower spray volume than the aerial label?

No. Health Canada states that the spray volume must not be reduced below the minimum aerial volume on the label.

Can the drone pilot mix pesticides?

No. Health Canada requires the person mixing and loading the pesticide to be different from the RPA pilot.

Can the pilot load a premixed pesticide?

Only when the label permits the pilot to load premixed chemical and a closed transfer system is used. Without a closed system, the pilot must not load it.

What pilot licence is needed for Agras T50?

T50 is a medium RPAS. Health Canada’s policy gives Advanced certification for VLOS as the example, or Level 1 Complex for qualifying lower-risk BVLOS, with the correct aircraft declaration.

Can DJI Agras T100 be operated under an Advanced certificate?

T100’s published maximum takeoff weight exceeds 150kg, making it a large RPAS. Large-RPAS operations require an SFOC-RPAS in Canada.

Do visual observers need a drone certificate?

Do I need a provincial pesticide licence?
