Health Canada expanded legal RPAS pesticide use on June 30, 2026
The old rule generally required “RPAS” or “drone” on the label. Health Canada’s new SPN2026-02 policy allows RPAS application of products already registered for conventional aerial application, subject to strict conditions.
The label allows aerial application
When a currently registered end-use product permits conventional aerial application, Health Canada allows RPAS application, including multi-drone operation where Transport Canada permits it.
No aerial use or explicit RPAS prohibition
If the label says “DO NOT apply by air,” has no aerial directions, or says “DO NOT apply by RPAS,” drone application is prohibited.
Follow the aerial label as written
Do not reduce spray volume, alter application rate, ignore droplet requirements or replace aerial buffer zones with assumptions about low-altitude drone precision.
Province-page caution: some provincial webpages may still reflect the pre-June-30 rule requiring RPAS wording on the label. Use Health Canada’s current policy for federal product eligibility and confirm the province’s current implementation before applying.
Decide what service business you are building
Price the treated area
Quote a base price per acre or hectare, then add minimum mobilization, difficult-field, low-volume, travel or urgent-window charges where justified.
Protect small jobs from travel cost
Use a minimum invoice or mobilization fee so a five-acre spot treatment does not consume a full service day at a loss.
Charge for precision and access
Small wet fields, inaccessible corners, orchards, steep terrain and late-season treatment may command a different model than broad-acre production.
Separate material handling from spraying
Seed, fertilizer and granular-product services have different calibration, material, dust, loading, cleaning and pricing requirements.
Sell a workflow, not a flight
Combine scouting, field mapping, prescription preparation, route verification, application and post-job records when the customer values a complete service.
Revenue depends on weather windows
Annual performance is constrained by crop timing, label conditions, wind, rain, field access, crew, refill logistics and customer scheduling.
Strong offer: “We verify the label, mobilize a compliant crew, apply within the requested crop window, provide GPS and weather records, and close the job with a documented application report.” The customer buys execution and traceability—not drone flight time.

Do not launch with an aircraft-only budget. A drone without battery rotation, water, mixing, containment, transport, calibration, PPE, spares and records is not a commercial application system.

Best for targeted work, orchards, smaller fields and operators prioritizing transport simplicity. Confirm the exact Canadian model, Safety Assurance Declaration and package availability before purchase.
DJI Agras T50
40L spray tank, 40kg spray payload, 50kg spreading payload and a balanced three-battery workflow make T50 the most practical current entry for many custom operators.
DJI Agras T100
100L spraying, 150L spreading and 100kg lifting provide major capacity—but DJI publishes a 175kg or higher maximum takeoff weight, making it a large RPAS in Canada.

Start-size test: choose the smallest aircraft that can profitably deliver the labelled volume and customer acreage. Larger tanks increase refill efficiency but also increase transport, approval, safety, insurance and site complexity.

Package comparison: the CAD $29,999 T50 listing includes a new aircraft with specified pre-owned batteries and C10000 charging equipment. Compare battery cycles, warranty, generator or utility-power needs and replacement cost before choosing solely by package price.
Transport Canada rules depend on aircraft weight and operation
T25 and T50-class operations
Aircraft over 25kg and not more than 150kg are medium RPAS. VLOS operations are Advanced or higher and require the exact applicable Safety Assurance Declaration.
T100 operation
T100’s published maximum takeoff weight exceeds 150kg. Large-RPAS operation is a special operation requiring an SFOC-RPAS; it is not a normal Advanced-operation purchase.
Match the certificate to the operation
Health Canada’s 2026 policy states that medium RPAS require an Advanced certificate for VLOS or a Level 1 Complex certificate for qualifying lower-risk BVLOS.
Register and mark the aircraft
Every spraying RPAS must be registered and the pilot must carry the appropriate Transport Canada certificate.
Basic certificate minimum
Health Canada states that visual observers used in pesticide RPAS operations must hold at least a Basic pilot certificate.
Plan every field
Check controlled airspace, aerodromes, nearby homes, roads, workers, livestock, obstacles, power lines and emergency landing areas before each operation.
T100 warning: a 100L tank does not make T100 “just a bigger T50.” Its published maximum takeoff weight is above 150kg, so Canadian operation requires the large-RPAS special-operations pathway.
The label controls the application
The product must permit aerial application
Under Health Canada’s June 30, 2026 policy, an RPAS may apply a currently registered product when the label permits conventional aerial application—unless the label says not to use RPAS.
Follow the aerial label exactly
Application rate, number of applications, retreatment interval, minimum aerial spray volume, droplet size, buffer zones and other aerial directions remain mandatory.
The pilot must not mix the pesticide
The mixer/loader must be separate from the pilot. The pilot may load premixed chemical only when the label allows it and a closed system is used.
Protect pilot, observer and handlers
Everyone touching the RPAS during application—including battery changes—must follow applicable PPE and mitigation measures. Keep contaminated gloves off the controller.
Measure real swath and droplet performance
Health Canada recommends determining actual swath width before first application and whenever operating parameters change.
Extra permits can apply
Forest, woodland, residential and aquatic aerial applications are restricted uses and require the applicable label authorization and provincial or territorial permit.
Water-only demonstration: use clean water, clearly identify the activity as equipment training, keep it separate from pesticide handling and comply with aviation, landowner, environmental and public-safety requirements. A water demo does not authorize chemical application.
A national business needs province-by-province licensing
Operator plus aerial exterminator licensing
A business applying pesticides for fee generally needs an operator licence, while aerial application falls under the Aerial exterminator-licence category. Confirm permits and exemptions with MECP.
Dedicated RPAS category and drift insurance
Saskatchewan now lists an RPAS applicator category. Commercial service providers need a service licence, certified staff and at least $100,000 pesticide-drift liability per occurrence.
Aerial category, exams and insurance
Commercial applicators need licensing. Manitoba lists at least $250,000 general liability plus $25,000 chemical-misuse and spray-drift coverage.
Aerial permit and certificate
Businesses need the appropriate C1 or D1 aerial-application permit, and applicators need a CD1 certificate or supervision. Sensitive-distance, mapping and record rules also apply.
Service registration and certified applicator
Businesses advertising or providing pesticide services require pesticide-service registration and an appropriately certified applicator. Alberta provides an aerial/RPAS service application path.
Aerial applicator certificate and authorization
Pilots applying pesticides by aircraft to agricultural land need an aerial applicator certificate. The business may also require a licence, permit or other authorization.
Before quoting across a border: confirm whether the operator’s training is recognized, whether a new business/service licence is required, what insurance wording is mandatory, how records must be kept and whether aerial permits or sensitive-area restrictions apply.

Calculate from label volume
Tank coverage equals tank litres divided by the label-compliant litres per hectare. Never reduce the label volume to claim more acres per tank.
Test the aircraft in the real configuration
Use water-sensitive or Kromekote paper and repeat when nozzles, height, speed, droplet setting, crop canopy or operating parameters change.
Verify overlap and edge performance
Review deposition across the swath, route turns, headlands, obstacles and irregular field boundaries.
Record field conditions
Wind speed and direction, temperature, humidity, inversion risk, precipitation and forecast changes should be documented.
Match the label requirement
Rotary atomizer settings must produce a compliant spray quality. A numeric micrometre range is not a substitute for the label’s droplet classification.
Provide a professional completion record
Include the applied product, rate, volume, area, weather, route, operator, start/end time and any excluded zones or interruptions.
Convert the aerial-label spray volume into coverage
The default is an illustrative 40L T50 tank at 10L/ha. Replace it with the exact label and planned usable fill.
Theoretical output excludes ferry time, turns, partial tanks, weather, field geometry, calibration, breaks and reserve. It is not a capacity guarantee.
Build the business around contribution per billable acre
Revenue comes from acres, mobilization and specialized services. Profit depends on the number of genuinely billable days, not the number of days in the season.
Estimate annual revenue, operating contribution and simple payback
Defaults are planning assumptions—not market averages. Replace them with local quotes, insurance, labour, travel and proven capacity.
Excludes pesticide cost unless entered in variable cost, GST/HST, income tax, loan principal/interest, owner salary beyond fixed overhead, depreciation and extraordinary repairs.
Pricing formula: minimum price per acre should cover variable cost, allocated fixed overhead, owner/crew compensation, maintenance reserve, financing, cancellation risk and profit. Do not copy another operator’s rate without knowing their package, geography and crew model.
Sell around crop windows and farm problems
Work when ground equipment cannot enter
Position the service around avoided rutting, delayed applications and soil compaction—not a generic “drone is faster” claim.
Serve small or irregular zones
Offer minimum-charge spot treatment for wet corners, field edges, steep areas, research plots and hard-to-reach blocks.
Build expertise by crop
Specialized canopy, terrain, droplet and route requirements justify crop-specific training and pricing.
Separate recommendation from application
Partner with crop advisers while clearly assigning product choice, prescription, label review, customer authorization and application execution.
Secure blocks of seasonal acreage
Volume agreements can reduce selling time, but pricing must reflect travel, weather priority, payment terms and who supplies chemicals.
Use water to prove workflow
Demonstrate setup, route, swath testing, safety zones, turnaround and records without implying that chemical application is already authorized.
Protect the business from one bad application or bad season
A short season carries the revenue
Wind, rain, smoke, heat and crop stage can remove billable days. Do not finance equipment using an optimistic number of perfect operating days.
One error can erase a season
Use label-compliant droplet size, buffers, weather limits, actual swath calibration, crew separation, records and adequate drift coverage.
Contract the responsibilities
Define who selects and supplies the product, verifies the label, provides agronomic direction, pays for unused mix and accepts treatment timing.
Capacity requires redundancy
A profitable service depends on battery rotation, field power, cooling, spare parts and rapid diagnostics—not only aircraft capacity.
T100 changes the approval model
Do not quote T100 jobs before confirming the SFOC, insurance, transport, site, crew and large-RPAS operating conditions.
Revenue arrives seasonally
Use deposits, mobilization fees, payment terms, maintenance reserves and financing matched to agricultural seasonality.
Insurance review: ask specifically about aviation liability, pesticide drift, chemical misuse, pollution, commercial auto, equipment, cyber/privacy and employee coverage. A generic drone policy may exclude spraying.

Can drones spray pesticides legally in Canada in 2026?
Yes. Health Canada’s June 30, 2026 policy allows RPAS application of currently registered products whose labels permit conventional aerial application, provided all aerial label directions are followed and the label does not prohibit RPAS.
Does the pesticide label need to say RPAS or drone?
Not necessarily under the June 30, 2026 policy. A product that permits conventional aerial application may generally be applied by RPAS unless its label prohibits RPAS or another restriction applies.
Can a drone use a lower spray volume than the aerial label?
No. Health Canada states that the spray volume must not be reduced below the minimum aerial volume on the label.
Can the drone pilot mix pesticides?
No. Health Canada requires the person mixing and loading the pesticide to be different from the RPA pilot.
Can the pilot load a premixed pesticide?
Only when the label permits the pilot to load premixed chemical and a closed transfer system is used. Without a closed system, the pilot must not load it.
What pilot licence is needed for Agras T50?
T50 is a medium RPAS. Health Canada’s policy gives Advanced certification for VLOS as the example, or Level 1 Complex for qualifying lower-risk BVLOS, with the correct aircraft declaration.

How should a drone spraying business charge customers?
Common structures include price per acre, minimum mobilization, targeted-treatment pricing, orchard or difficult-field pricing, spreading fees and bundled mapping or reporting. Rates must be built from the operator’s actual costs and capacity.
How many acres can an Agras drone spray per day?
There is no universal answer. Capacity depends on label spray volume, tank size, field shape, refill distance, battery rotation, weather, swath, flight speed, crew and transport.
Should the operator supply the pesticide?
That is a business and licensing decision. Contracts should clearly assign product selection, label verification, agronomic direction, purchasing, unused product, records and liability.
