It gives Agras crews a clearer field procedure: keep the pilot and mixer/loader roles separate unless the label allows otherwise, match PPE to the label and task, keep contaminated gloves away from clean controls, treat battery changes as pesticide-handling work, and position people upwind of the spraying drone.

A field safety summary, not a second compliance rulebook

The detailed federal policy already sits in SPN2026-02. The new fact sheet is useful because it translates that policy into the moments when a crew is most likely to transfer residue or confuse responsibilities.

Everyone involved must meet the aviation and pesticide requirements that apply to the mission and province or territory.

The person mixing and loading is normally different from the RPA pilot. Check the exact label for any permitted exception.

02 · Follow the handoffs

Most exposure risk sits between flights

Health Canada’s detailed policy identifies mixing, loading and maintenance tasks, including cleanup, repair and battery changes, as important worker-exposure points. A crew briefing should follow the material, gloves, tools and batteries through the full cycle.

Assign roles

Name the pilot, mixer/loader, visual observer and person handling batteries before the tank is filled.

Mix and load

Use the label PPE and controls. Keep the pilot’s clean equipment out of the mixing area.

Apply

Place the pilot, observer and crew upwind. Continue to follow the label, weather and site controls.

Control the handoff

Decide who touches the landed aircraft, removes the battery and delivers a clean replacement.

Clean and close

Separate contaminated tools and PPE from controls, paperwork, vehicles and clean storage.

03 · Crew roles

One aircraft does not make a one-person spray crew

A small team can still work efficiently, but each person needs a defined job. “Everyone helps with everything” is not a safe procedure when contaminated gloves, clean controls and flight responsibility meet at the landing area.

RPA pilot

Primary responsibilityFly the aircraft, understand the label and confirm crew qualifications before the operation.

BoundaryThe pilot is normally not the mixer/loader and should not touch clean controls with contaminated gloves.

Mixer / loader

Primary responsibilityPrepare and load the product using the PPE and engineering controls required by the label.

BoundaryThis person must be different from the pilot unless the label provides a permitted pathway, such as specified premixed closed-system loading.

Visual observer

Primary responsibilitySupport the pilot in maintaining the required visual awareness and direct communication.

BoundaryIf the operating setup allows, Health Canada says the observer may also take on mixing, loading or battery-change work. Flight duties must still be protected.

Aircraft handler

Primary responsibilityHandle batteries, lift or move the aircraft, clean, calibrate or repair equipment under the defined procedure.

BoundaryThese are pesticide-handling tasks when residue may be present. PPE and contamination controls still apply.

Practical test: ask each crew member what happens to their gloves, tools and attention when they change roles. If the handoff cannot be described clearly, the assignment is not ready for field use.

The correct layout depends on the product label, field, wind, vehicle setup and crew. A line on the ground does not control contamination by itself; the glove, tool and equipment handoff is the control.

Read the label by task

The same person may need different protection during the day

Piloting, mixing, battery changes and cleanup do not create the same contact pathways. Build the PPE plan around the current product label and the work each person performs.

06 · Crew position

Upwind protects people; it does not rewrite the label

Health Canada tells operators not to position the pilot, visual observer or other crew downwind of the spraying drone. That is a direct exposure-control instruction.

Field rule

Identify wind direction before launch and re-check it when conditions or flight lines change.

07 · What did not change

The fact sheet sits inside the existing compliance stack

A safer battery handoff does not fix a missing pilot certificate, prohibited label use or provincial licence. Keep these decisions separate.

Current product label

The label controls whether RPAS or aerial application is allowed and sets the crop, pest, rate, minimum volume, droplet, buffer, PPE and other use conditions.

Health Canada policy

SPN2026-02 provides the detailed federal RPAS pesticide policy. The August 21 fact sheet summarizes practical obligations.

Transport Canada

Pilot certification, aircraft registration, operating category, Safety Assurance, airspace and any applicable authorization remain separate aviation requirements.

Province or territory

Training, applicator certification, business licensing, permits, records and other pesticide requirements vary by jurisdiction.

Site / customer / insurer

Land access, workplace procedures, customer specifications and insurance conditions can add obligations without replacing federal or provincial rules.

Did Health Canada create a new drone pesticide licence on August 21, 2026?

No. The fact sheet summarizes practical aviation, pesticide, PPE and crew requirements. Pilot certification, aircraft registration, the product label and provincial or territorial requirements still come from their existing authorities.

Can the Agras pilot also mix and load the pesticide?

Normally no. Health Canada says the mixer/loader must be different from the RPA pilot unless the label provides a permitted alternative. The detailed policy describes a possible premixed closed-system loading pathway when the label allows it.

Can the visual observer change batteries or help with mixing?

Health Canada says the visual observer may take on mixing, loading or battery-change tasks if the operating setup allows. The team must still protect the observer’s flight responsibilities, certification requirements, PPE and contamination controls.

Why is an Agras battery change treated as pesticide-handling work?

The landed aircraft and battery can have pesticide residue on their surfaces. Anyone removing, carrying or replacing the battery may contact that residue, so the label PPE and contamination procedure may apply.

What PPE does an Agras crew need?

Health Canada lists a minimum of a long-sleeved shirt, long pants, chemical-resistant gloves, socks and shoes for people involved in the application. The label and task can require additional PPE, engineering controls or handling limits.

Does standing upwind make a pesticide application compliant?

No. Upwind positioning helps reduce a crew exposure pathway. It does not change the label, buffer zone, weather limits, droplet requirement, aviation rules or provincial requirements.
